This seems to be a very admirable intention on the part of Makino.
Perhaps Japan needed this for their own sake, even more than England or America, both of which had a far more interracial culture and government than Japan has ever had.
1. Were the people of Japan really anti racist at that time?
2. If the proposal had passed, would it have caused Japan to not become racist and commit all the atrocities against Chinese, Philippinos, Koreans, and White people that they did in WWII?
3. If it had passed, would it have prevented Japan from being the most racially pure, and still one of the most racist nations in the world, especially towards other Asians?

Extremely Interesting! It makes me wonder if:
