Buddy, once your motor vehicle is on and operating, no matter what; if it is in gear, or not, you must have a seat belt on in the Province of Ontario.

Hmm. I believe in Saskatchewan you don't officially need to wear a seatbelt in your vehicle unless you are in a drive gear.

Some context might be good. Were you doing anything illegal - such as sitting behind the steering wheel, or smoking a cigarette in public, or using your water to wash you car on an "off" day? Perhaps you just received a shipment of contraband (silver) from FedEx? Maybe you had a beer while taking a shower. All of those things are now regulated and controlled. People must not be permitted to engage in harmful activities such as those. It's for your own safety. /s
