Does this work on VisualBoyAdvance or No$GBA? If not then when I click the ROM it says Select a ROM To Patch...But it doesnt show the rom, only on the first part

No, u have to download ruby rom,
click the ips file and select the rom.
then the game is patched and u can start the ruby rom.
