Wasps like this will lay eggs inside the nest chamber of solitary bees, and the wasp grub will eat the bee grubs. (A viewer reckoned this to be Sapyga clavicornis)
Fascinating wasps indeed! It looks like it's a parasite of little mason bees (Chelostoma sp.), named Sapyga clavicornis. The typical antenna, head and the yellow markings on the abdomen are characteristic.
So, she is waiting for some little Chelostoma bees, if there aren't any she probably would look for other nesting places.
