•Use advertising as a way to promote Western values such as freedom of choice and independence.
•Introduce industry sponsored prevention programs especially for children and youth.

these guys are brilliant, giving the Russian folk tasty marlboro's and expanding their options. nice government who will order cigarettes to calm the demand of the public,to meet - their needs. Hooray. Alternative advertising, brand identification-these guys know what they are doing-makes one proud to be a smoker. YUP.
