This stray cat found us last year and decided he likes his own idea of a cat toy. He stops his destruction only after our other cat looks at him like the loon he is.

Actually those are the moves cats use to pluck the feathers off the prey before they eat it (cats do eat birds ). Toilet paper triggers this behavior somehow, in most cats.
