In most cases you are correct. In Hinata's case however, they released it too early, so it was available for play before the set came out. However, it would not be legal for play in large scale events though, even with it's early release. But I was able to use them at the local level, which is why it was seen in my sideboard (plus it was going to be legal soon anyway)

Those Hinata's where sent out in tournament kits for local play BEFORE the set came out. So at the time this thing was recorded Hydro Pump was NOT out yet.

Hydro Pump was not out when I made this video. As of right now Hydro Pump eclipses Flamethrower a million times over. So yes, it does help the deck a lot... I will post up an updated list sometime... Thanks for tapping in... Don't forget to subscribe if you haven't already!
