The neighbor is a terrorist. He blows up the FBI building in the end by planting a bomb in Michael Faraday's (Jeff Bridges) rented car, which Michael drives into the FBI building chasing after a white van.

Jeff Bridges deserved an oscar for this movie! He was terrific. The ending caught me by surprise, but was great.
