You are confused in general. Its better to recirc a BLOW OFF VALVE... Better to dump a waste gate.. If W/G is plumed back into exhaust, it introduces more turbulance.. and dumped, allows better control over boost.. (not so much boost creep) due to quicker exiting exhaust (not so much build up to spin the turbo harder)

with a open wastegate can you hear the turbo spool up and down more?

@Laser90dsm your right but to elaborate a little more it actually dumps the excess exhaust pressure that is spinning the turbine wich in turn is also spinning the compressor side (as they are connected) generating boost,with out it you would generate too much boost

Wastegate is sort of alike a boost controller. Once the turbo reaches its desired boost level the wastegate opens dumping the rest of the boost pressure away from the turbo. The Blow-off valve is located on the intercooler piping. Its job is to get rid of the charged air from the turbo after the throttle plate closes.
