@exoticcar2009: I'd say Voisin Biscuter. (or is it Biscuter Voisin?) I think I can make out "VOISIN" on the hood. Per w w w .microcarmuseum. c o m, (tho' they don't show this exact model) there were a number of similar models made in Spain ~1953-60.

Made in Germany 1950-57, <2000 made, ~100 left.
