It is, Sunrise funded it, Sunrise pretty much had involvement with everything other than the story (I assume, I can't read the Japanese in this book I have that deals with G-Saviour).

i heard this movie has pretty bad, which is a shame because if it was done right, a live action gundam movie could be really good.

It's average at best, it's still somewhat entertaining and as a sci-fi it's okay, but as a Gundam product it's unusual and weak. There's a lot of interesting stuff in G-Saviour that was never explored because Sunrise pulled the plug on it too quickly.
