Venezuela is a very controversial country, especially in its own laws. I think what she was trying to say is that mist laws that we may possibly need have already been laid out to us and we should just take things as they come by, meaning if something out of the ordinary comes by, then we can tackle it. Basically, just like a surfer that rides the waves, it is futile to ride the flat ones. The big waves are what surfers wait for to tackle, as what law makers should instead of sitting down.
