Try to pick using your wrist instead of your arm...
...notice that's how virtually all pros pick quickly.
just relax your bicep muscle and alternate pick a single string, gradually increasing in speed. do this exercise every 10 mins or so while you practice guitar and be aware of it when you play. You should successfully change your picking technique fluently in a month or so...
As if I wasn't having a hard enough time trying to rip off licks from Tony Rice, Dan Crary, Brad Paisley, Albert Lee, Keith Urban and Brent Mason, now here comes the Double-Down-Up stroke to rock my world! When I can play it clean at 200bpm, I'll come back and post again. :) Thank you for this wonderful insight... you have just turbocharged my practice routine!

thats because your technique isnt as good as to play that fast
slow down until you dont feel any tension, and speed will come with time
