if you ever saw the russian maps that were unveiled after the cold war, you'd see even the mountains in scotland were not safe, infact all the remote areas got many more 'hits' in 12 kilotonne warheads as cities did with the larger warheads

not really, not unless the single warhead was in 200 kilotonnes in the midlands... and even still there would be survivors..... its not for a major nuclear attack i dont think, rather the smaller precise terrorist types that these emergency services were preparing for.
