The thing about the chakra is that it only "refreshes", not "recasts".
Divine Touch gives the instant heal when you CAST it.
However, the refresh on Chakra just resets the countdown on the Renew timer, so you don't get that instant heal benefit.
That is what I think at the moment at least. If you guys find prove that it does well and truly give that instant heal as well, please, do tell

with charkra (heal) your heal spell refreshes the duration on your renew which procs divine touch which is just a nice bonus to your heals
id use it over body and soul
