Is the aid a loan to get them indebeted to international bankers? Does Yemen already have a central bank?
Recruiting women workers will increase the tax base for the government and produce more kids who are raised w/o family. This is the difference in a 1960s US family and modern-day US families - expensive child care, no parents around... but "liberated" women who can be taxed.
