The Sacrifice is preached to everybody, not offered to everybody.
The difference being, that if the later was true, firstly, God has failed to save those to whom He offered his salvation to and, secondly, it is man, not God, who has the final say about the fate of men.
If the former is true, then Isaiah 55:11 stands true - his word will condemn the damned and give life to his people.
