It's something about boosts and drains and using attacks like growl.

wow that fuckin sucks, i spent 3 hours trying to get my chansey the good ol fashioned safari zone way, and i came out empty handed

Lower the attack of the opponent by 6 to make it Lv1 (the most you can lower it is 6, and 7 - 6 = 1). Make your ATK higher to make the LVL of the wild Pokemon higher. Search up Pokemon Yellow Lv100 before Brock glitch if you need a better explanation.

yay i do the mew trick to catch golem and i found it at lv. 9 ! :D

there's a way to bring that down to level 1, i forget how though.
