It's about the same really, they both showcase intelligent AI. If you remember in F.E.A.R 1 how poorly the AI would react to grenades ('Cause they would just duck in the open), they now move away from the grenade. Because of that, I consider the AI to be smarter, it really does feel much smarter to me.
