The term soaking is commonly used in reference to tying a horse around. Most folks do this too short and too long and while the horse is standing still.
If you want to get any good out of soaking your horse, you will have to include movement.

Also... the horse has to know how to react to the bit signals. You don't use soaking to teach your horse the signals.
90% of all horses can and will learn to give to pressure on the bridle without soaking. But for that 10% who are predispositioned to not give to pressure, soaking is a valuable tool.
