You are on the mark, Israel is too soft on terrorism, releasing hundreds of murderers to get one or two corpses back. This will not stop until Israel starts getting serious about removing the threat--send all of the "fakestinians" to Jordan's horrendous refugee camps and the same for the Gazans--send them all into Egypt and let them deal with them. This demonstrates how despicable the leaders and the PUBLIC in Lebanon are. We will all be dealing with murderers like Kuntar unless we kill them before they kill us. I emphasized the public--meaning the population of Lebanon because of their obvious adoration of this child killer (and of course adults also as he killed the little girls father right before her eyes before he bludgeoned her to death with a rock. And thousands of Lebanese turn out to welcome him back home after Israel let him go.
