The horn is called a Shofar and is blown only during this time of the year.

Note: When he first held the Shofar, I thought it was a large eel or snake or something.

Shofar is blown not only during High Holy days, but during Shabbat celebration, Bar/Bat Mitzvah, and when marching into spiritual war among other things.
