Trans woman Dana Beyer discusses ethics charges filed against her as a Montgomery County, MD county employee after a fundamentalist religious right organization couldn't repeal a local ordinance that prohibited discrimination against transgender people.
I think the point is that when citizens are unhappy with the results of the legislative process (not commenting on the veracity of their arguments), the right of the people to to bring such an issue to referendum is really their only course of action. When elected officials "sue" to prevent citizens from excersizing their only means of redress, it makes those officials look petty and mean. It also makes them look like they don't think the people should have the right to dissent.
