This book is set shortly after the events of book 15 so Donald and Douglas are probably still awaiting their new paint.

in the tv adapations from Hit the reasant series that is seem to have forgot that engaines need drivers were as Brit Allcroft adapation the engaines did have drivers the books are indeed better but the best tv adapations are from season 1 up season 5 but after that, hit made way too politicaly correct & childish & i much rather have the old themes music
