What this is a satire of is basically the tendencies of advanced visions of humanity that you typically see in sci-fi, coupled with the culture of military chest-puffing. I mean look at the society in Starship Troopers. It's a fascist society! You have NPH in a Nazi uniform at the end of the movie for crimmeny's sake. The whole movie is about making this society look all awesome with the fanfare but then you realize

I still don't see it as "satire", I can't see how he's deliberately taking the piss out of humanity and what not, but it is a super cheesy film, maybe that's what he intended and maybe there's a fine line between cheesy and satirical. I can see how he is ridiculing humanity's faults, but that's just part of the film. You whales vagina.

And yes, it is a satire, the director's said as much and if you actually know what to look for, it's as plain as day. Paul Verhoeven's films are laced with satire, lampooning social and political ideals. He's friends with Stanley Kubrick for God's sake, in fact Kubrick's asked Verhoeven for advice. You....turtle. See, I can do it too.
