Bad water pressure regulator?

Hi, I used the same meter at my home on the outside faucet. I do have a regulator but I wanted to see if it was working and also if I have any leaks. When I turned of the shut off valve there was no movement at all. The red hand was as 90 and the black hand stayed at 0. When the shut off valve was off, the red hand read 125-150 and the black hand stayed at 40-42. Should I be making some kind of adjustment?

Wish I had that kind of water pressure at my house. Lucky to have 35-40psi.
