This was a reference to characters they played on SNL, but it was cut because they realized it would confuse watchers, who would wonder why Peter and Ray had dressed up like bums, and were walking around.

While that does seem like Carl Spackler (Bill Murray's character), that is not Captain Tom Everett (Dan Aykroyd's character). Everett didn't talk like that. And besides, Everett didn't appear until Caddyshack II four years later.

Agreed :) It is funny, but the audience would've recognized em in the blink of an eye. In the end it would only have taken the speed out of the chase scene.
