If the people of Dubai were not OK with belly dance then prohbit it EVERYWHERE just like you prohibit many other things. Your own people (and turists ...which are impo to UAE) enjoy belly dance so dont go calling people a bitch just because you dont like dancing. If you dont like this dancing close the window and stop looking at her...or at least SHUT UP .
