Your mate's correct, there's a 5 million Volt stun gun for sale out there. I checked it out. As for the Japanese Army using them, I have no idea.

A stun gun's electricity isn't strong enough to effect the heart. There's a lot of factors involved, so I'll just add a link to some un-bias information.
