Short answer: no. Long answer: possibly. If you read the section I'm referring to, you will see that they are setting up a committee to discuss whether it would be feasible to make this service mandatory. So while the bill does not specifically say it is making volunteering mandatory, it can retroactively.

the senate removed the entire 6104 Duties section, but my link is to the original house version that passed recently. often after the senate votes, things are added or retracted before the president has a chance to sign it in, so we wont know if this commission for mandatory service will be included as of yet. it is in line with Rahm Emanuel's "The Plan: Big Ideas for America" mandatory service recommendations and the DoD directive from Jan 23rd '09 "Civilian Expeditionary Workforce" 1404.10

I've gone several days without getting a real answer out of anyone on this so I'm left to conclude that like every single piece of crap put out by kooks on the left and right, this is some kind of Alex Jones scam. please follow the link provided and look for section 6104. the Senate has removed the txt about "mandatory service" however it passed the house with that txt with an overwhelming majority. im sending you the direct link now. and WTF DOES THIS HAVE TO DO WITH ALEX JONES.
