You need a permit to conceal a handgun, he has not concealed, therefore, he is exercising his Constitutional RIGHT, to carry a pistol. Just as a side note, whether you hate him, like him or are indifferent, Saddam Hussein, walked around on the streets of Baghdad, surrounded by thousands of people, with automatic weapons. Why does the U.S. Government believe, that one citizen, down the street from a Town Hall event, is so dangerous? Just something to think about.
