More or less if you want to do this via terminal the commands would look something like this.
sudo rm /usr/share/sounds/ubuntu/stere
o/desktop-login.ogg sudo mv [/newsound/location] usr/share/sounds/ubuntu/stereo

go to your sound preferences and were it says sound themes, make sure yours its selected to ubuntu .

How can you make the open as administrator available in the right click?

How do you open the folder as admin. because i right click on it and it doesn't say anything about it
