This is called a diverging diamond interchange and has significant benefits in terms of capacity. It allows drivers to make a "free flowing" right prior to the interchange AND a "free flowing" left after the interchange. No more waiting for the left turn arrow to turn green =) I believe Springfield now has two (first ones in the country), Utah has one and St Louis just opened the fourth in the country.
