Of course LA and NYC would be top choices for Gotham city but they are way too popular plus Chicago is a pretty descent city I have to say I would've picked it too.

@gsonnenberg to Christopher Nolan and the rest of the filmmakers and let them pretty much do everything they wanted to do, i also think Christopher Nolan chose Chicago because a lot of movies are set in the NYC on the LA area and he wanted to do something a little different, but thats just my opinion. regardless both movies were fantastic and i think it did a lot of good for the city of Chicago

@gsonnenberg i would mostly have to agree with you but a little disagree with you aswell, while i dont live in either of those places i live in NJ about 5 miles from philly i have visited all of them and chicago is a great place i loved it when i was there and would love to go back. it has a little of everything in it maybe because its in the mid west, its not east coast and not west coast, and when i was there the people were welcoming even tho i had phillies apparel on, and the city opened up
