A recent qualitative research study by EARN found that participation in a matched savings program such as an Individual Development Account (IDA) led to a sustained pattern of saving for 83% of participants. As IDA programs continue to grow, it is important to understand the effectiveness of such a program and its implications for policy change.
This groundbreaking research serves a first step in such a discussion and answers three main questions:
• Do workers who complete matched savings programs continue to save beyond the program?
• What are the mechanisms and circumstances that allow for continued savings?
• Does participating in a matched savings program correlate with increased civic engagement?
