1st mb44: LOL! 2nd anothernicemess has a point but it looks as if Welles wrote dialog here - makes sense - and if that's so he would never cut the vocal track. He had too much ego! Interesting to listen to the foley track tho.
my opinion is Orson never intended to have a voice track for that clip, because he thought those people actually just talk about unimportant things, wich equals to nothing. again, just an assumption...
