I saw the complete 4 first seasons of FR on DVD at wal-mart a week or two ago.
They are available there :D

This is why my kids will rarely get to watch anything other than DVD box sets of 80s children shows! This is WAY better than the junk they have on now! Beautiful concept. The Fraggles have their own little culture.
