@journey994 Campaign medals are retroactive as per Executive Order 13363 for any service member that served as far back as March 19, 2003- The Liberation of Iraq. I had to know this for my promotion board. I know about the GWTE medal I received that one to prior to the EO.

He went to Iraq before the Campaign Medals were established. Instead, he has the Global War on Terrorism Expeditionary Medal which is what was issued prior to the Campaign Medals.
