This is not 89, and it's not 1987, it's actually in early 1986. Because Layne had joined some kind of a funk project in 1987, (and that's confirmed by Jerry Cantrell) and Layne also recorded vocals for the song "It's Coming After" by Second Coming in 1987 (Confirmed by Staley himself). And the point is that Layne sounded much younger in these songs with "Alice N Chains" than he did in 1987.
