This is mis-information. The man is protesting the tailing ponds, yet the incidents to which he refers are all encompassing, a result of honest reporting by the companies to Alberta Environment.
The average mechanic or farmer could probably report more than a few incidents every year, but he doesn't.
And he mentions fires - When the guys put their lives on the line to put out a hydrocarbon fire, yes that is an incident.

Industrial Polution is being un-checked because of the need for energy producing substancess to make it to market at all cost. Mainly because it's not effecting those that are making the money and this instills mass industrialiZation at a global scale. All over the globe, industrialized nations have euroaded all means of safeguards toward protecting the people most effected by industry and are at risk because of "Money" controls our decisions and this controls the economy.
