Is Ct shooting the same as acts of war

here in WNY? Began in Buffalo NY HUD Office in 1990 & by medical /toxin or something. Also a gelcap in the body that erupted or melted & caused physical injury as well. No War called in between time ('90-'13) to USA by those particular people & theirs in Buffalo & I hrd they accum. $ in the mortgage scandals that occurred in nation & more followers.

There were indications this case was connectd to local area people &fbi knew it &me; even if I'm cleared.
