These are three bits, each a handful of seconds long, from "Deconstructing Harry", "The Venture Bros." and "Damages".

I've been hearing this effect since I was young enough to watch the ninja turtles or something. Most often it's related to visuals of fire or explosions. I've recently heard that the Wilhelm Scream is considered the most commonly used effect in cinema, and decided to try and find out all I can about this one, which I always called "kishabbath"...
