Q. Senator, there's criticism there, but no alternative. The Democratic Party and White House are going to make a real push to paint you as the just say no party. Look what the DNC has put up on the website. They have this clock showing 16 days, 20 hours and 18 minutes and counting since you've had a budget. And an outside group is putting out this ad this morning making the same point. Listen.

CLIP: The republican response? No. No. No. So what kind of response do the republicans proposed to get us out of the risk they created? Here are the details. [crickets] That's right. Nothing.




Q. So will you have that or worried about the attack?

MCCONNELL: No, we are going to offer a number of amendments to the Democratic proposal.

Q. But no comprehensive budget?

MCCONNELL: Well, it will reframe what the Democrats recommend for America over the next five or ten years. I assure you, the amendments that we offer will not lay out a blueprint for doubling the national debt in five years and tripling it in ten years.

Q. Shouldn't you have an approach that lays off the trade-offs. If you just have rifle shot amendments, you don't have to make changes in the overall budget.

MCCONNELL: Well, through the amendment process, we would absolutely reformulate the Democratic plan, when you have a comprehensive approach whether you offer an approach. That's something parliamentarians can debate.

    No debate, Sen. McConnelll. It's the difference between bipartisan governance and factionalism.

    If the GOP isn't participating in the process of crafting the budget, why should their subsequent amendment proposals be considered for the support necessary to carry them later?
