In this portion of the Trial I am submitting into evidence; Guide To Fiscal Notes...Instructions For Texas State Agencies; also submitted as a matter of Public Record are the Fiscal Instruments for Texas, Tennessee, Florida and Louisiana concerning their Synthetic Marijuana Legislation.

It should be dully noted that the fiscal note is a very important legal document. The fiscal note is not for lining the bird cage, It is a matter of public record and has significant impact on State Budgets as the Guide to Fiscal Notes so ...adequately points out. It serves as a tool to help the Legislatures understand what the impact will be. What is the full weight of the measure? Is it an allegation of fact that the legislatures by virtue of their innaccurate fiscal note have no understanding of the fiscal impact because their "tool" was falsified.
