"It is what it is" is a big question mark.

What follows -What is IT?

It's just a filler expression acknowledging the event but not an answer or solution.

Some people don't like the expression because it means somewhat of an acceptance of the event. - I can't imagine Civil Right leaders using such an expression often. It is an expression that lacks softness or sensitivity to a situation. It's a man up expression. But rarely an answer.
