Several reasons why they're popular in Japan: 1) Instrumental music crosses cultural boundaries (no vocal interpretation necessary), 2) A lot of the melodies were heavily centered around a minor scales which is very close to Japanese folk music, 3) The Ventures' signature guitar sound (trebly, twangy) was very identifiable to Japanese string instruments (Koto, Biwa, Shamisen), 4) The Ventures were/are just plain good.
