Please note that while Evanston/Skokie School District 65 has claimed a copyright issue regarding school board meeting recordings posted to Youtube, District 65's own policy manual states that "Any person may record or broadcast an open Board meeting." I have provided the excerpt itself, as well as the link to the policy document, which is posted to the District65 website.

EVANSTON / SKOKIE COMMUNITY CONSOLIDATED SCHOOL DISTRICT 65
BOARD OF EDUCATION POLICY MANUAL
SECTION 2 - BOARD OF EDUCATION
Page 37, Section 2:220
Broadcasting and Recording Board Meetings Any person may record or broadcast an open Board meeting. Special requests to facilitate recording
or broadcasting an open Board meeting, such as seating, writing
surfaces, lighting, and access to electrical power, should be directed to the Superintendent at least 24 hours before the meeting.
But they hired Evanston Community Television to make these recordings. Wouldn't Evanston Community Television hold copyright? If District 65 issued takedown notice to YouTube for videos they don't hold copyright on, there are potentially financial penalties to them -- should a party with standing pursue this.
I am not a lawyer--I only have layman's knowledge of these legal issues. I have submitted this story to TechDirt, a blog that tracks such legal issues.
