Congressman Tom McClintock, tribute to Staff Sergeant Russell Jeremiah Proctor, House Chamber, Washington, D.C. July 21, 2011. Mr. Speaker: On June 26th, a roadside bomb in Jalula, Iraq claimed the life of a young man from Oroville, California. He was Army Staff Sergeant Russell Jeremiah Proctor, age 25, on his third tour of combat duty.   • i miss you ssg proctor. u were a good nco, leader, and comrade. u always had a way of making somethin that sucked b fun and u motivated me like no other. i wish there were more people like u. hardest thing i have had to do in my life was having to carry ur body out ur truck. ill never forget u and ima try to b more like u

We wanted to try harder, to run faster, to learn more, to love more, to live more...when he spoke. Russ was more than a great soldier: he was a great man.
