It just needs to be free of debt so that corprate will no longer be able to own it through campaign donations and lobbying along with creating limits on just how much corporate can give. You're right in that the problem is money; it's just not the money you're talking about. The amount of taxpayer dollars that would be spent on SOPA is insignificant compared to the profits that the entertainment industry seeks to make with this bill, which they have lobbied to make sure it happens.
Their golden parachute is provided by the private sector, not the public.
