shahram - no, that's a property of steel. Steel hardens or softens depending on what you do after you heat it. Brass only softens from heating. It must be hardened by working it, which is why the factories make brass through the punch-and-draw method. That method makes the case hard. In the final stages of production (just before loading) ammo factories then anneal the brass neck/shoulder area. Commercial factories re-polish this away, military arsenals do not, leaving the anneal visable.
Annealing is necessary to soften the brass at the neck. After repeated resizing the necks become work hardened. Hard case mouths wont hold a bullet as well and will begin to crack from stress.
I believe it is a requirement for a cartridge to be considered military spec to have an annealed case kneck. Anneal means to soften and it is favorable for a soft case kneck in reference to a cartridge case when ammunition is to be used in automatic weapons. I might be wrong but I believe this to be the case.

aren’t u supposed to instant cool the brass after? what’s the point of heating it up if you’re not cooling it?

When I have seen case necks being annealed in production they heat then to almost glowing read and air cool.
